I was thinking basically only a mobile camera for inspections, which would indeed require gas jets instead of fans.
If you wanted to design it to be able to actually do repairs, the design becomes a lot more difficult. It would probably have to be able to actually grab onto the surface of the Shuttle somehow to stabilize itself for such a process, and frankly, I can't think of any way to firmly stick something temporarily to a tile surface in space without damaging it.
(You way in the back, there, about to mention suction cups...sit back down. Trust me.)
