The problem wasn't confined to one type of ET; all were vulnerable to woodpeckers (or any kind of bird for that matter). The problem was "solved" by assigning people to actually "guard" the tank while at the pad. Armed with binoculars and an airhorn, they would shoo away anything that landed on an ET.
