to serve as a lifeboat for the Shuttle. Damned expensive lifeboat, but a lifeboat (as in the Apollo LM) just the same. Once in a compatible orbit, the Shuttle crew could stay on the ISS for some time in the event of damage to the Shuttle. Of course, we could revive MOOSE!

Of course, one of the justifications for the Shuttle is to service the ISS. Kind of circular, no?
