There's nothing new under the sun. Thanks for the link to Pournelle's site. I might disagree with the money figures and his confidence that it'll actually work, but he's basically got the same idea.
As for $100 mil, not being enough, maybe that's true. I personally don't care a whole lot as long as we stopped funding the shuttle and ISS. I'd support any prize money/research budget that cost say, less than half the current manned space program.
