History is full to the brim with people who have left comfortable, civilized areas and gone to live permanently in places that were, as far as most people were concerned, complete hellholes. A few minutes thought will bring examples to anyone's mind. Their reasons were many and varied, but there will never be a shortage of those who feel that they need to go to the outer reaches to live the way they want to.

Whether this will apply to places off the Earth will depend on what methods become available for both transportation and supporting life once you are at the destination.
