< used to wonder if the only reason why the Reagan administration allowed the Hubble Space Telescope to go foreward was that someone told him we could point it at the Russians from time to time. (For the record, we can't.)
But Hubble can track their and other satellites assuming lighting and orbits permit. And according to a friend who worked at GSFC, the spooks would descend on the HST OCC regularly and do just that, accounting for about 1/3rd of total Hubble observation time. This was in the late 90's. I don't know about currently.
