Agreed, the Earth's axis being inclined relative to the ecliptic plan and the Moon being inclined 5 degrees north and south from our equator, O degrees isn't ideal.
Meaning restricted launch windows.
But 0 degrees is ideal for GEO and also is the cheapest reachable orbit (least amount of fuel).
There's no ideal place; it'sd a matter of compromises.
