At the bottom of the essay, one of the two main sources assumes ZERO carbon emissions by the year 2100, without any government actions. Read between the lines, and the essay is saying that fusion power will save us all, no need to worry or prepare for the possibility it might not work, or might not work soon enough. Are you feeling lucky?
There's an old joke about a crowd of people stuck at the bottom of a pit, and the economist in the pit tells them he'll get them out. "First, I assume a ladder..." I think that's what happenning in the essay.
