I believe that the announcement regarding snowmelt gullies on Mars do state that this is an ongoing process, occurring now.
This must mean the death of the lunar-like Mars!;-)
There are some pretty radical notions being kicked around here. One of them is Martian snow. Remember when strenuous arguments were being proposed that snow was impossible on Mars? All that white stuff was nothing more than micron-thick frost that condensed directly on surfaces. Nothing could ever "fall" from such a nearly airless sky.
Of course the most radical issue is that these snow melt gullies, if that's what they are, could easily harbor life. In fact, if life is possible at all on the surface of Mars, these snow-melt gullies imply that they very nearly MUST harbor life.
That is a truly radical proposition.
Whoo-hoo!
