A Caveat. I don't necessarily think the spending can be a linear percentage of the GWP. The DM author might also be bait and switching if the 18 trillion calculation was not distributed anywhere near linearly over time. Science says don't trust anyone on the basis of authority or name alone-keep your thinking caps on especially when someone wants a piece of your wallet.
