I am not so sure about the cost factor. Surely there would've been savings with fully reusable systems and nuclear power?
More launches and definite settlement goals would've focussed our efforts and increased the volume of traffic and driven prices down.
Big MF boosters and the like could've been launched for $660/kg or less etc... etc...
But then Earth-return is damn hard. Maybe a lot harder than they all expected.
