It's a legtimate question
But unfortunately, the answer is no. Columbia was flying in an orbit with a 39 degree inclination to the equator. The ISS is in an orbit with an inclination of about 51 degrees. There simply wasn't nearly enough propellant on Columbia to change inclination that much. It takes a lot of energy to change inclination. It's more complicated than that, though. Not only does the inclination have to match, so does the orbital plane.
