Are the Lunar and Martian cratering epochs well correlated in time; if so, are similar intensities observed on each body?

Could a difference in regolith composition be responsible for preferential preservation of oblique impacts on Mars?
or...
Might the depth of Mars' gravity well (twice the Moon's) make oblique impacts more likely?
