Basically because it's a lousy mission to demonstrate ion propulsion - the alternative concept of an asteroid rendezvous made far more sense. The inability to do a high thrust OI burn means that SMART-1 will take a year & dozens of Lunar flybys to achieve orbit. Not a good choice.
