You're right, I should've been more specific. The Earth-Moon Lagrange points.
You're also right in suggestion fuel would be need for all the spacecraft and more importantly for L-3 and L-4 craft as those points are unstable. I don't know if there is a high orbit at the Moon where things stay put. My understanding is the Earth's influence and the Moon's native gravitational anomalies prevent lower orbits.
