I came across this idea while I was doing some research work on Director's Discretionary Funds projects at Goddard SFC. One of the scientists there, David Folta, did a project on "Unique Non-Keplerian Orbit Vantage Locations" in 2000.

Rather than the use of solar sails, he approached the problem from the context of weak stability boundary trajectories. Unfortunately, two months of trying to arrange a meeting were unsuccessful, and then my work at the NASA Academy was done and I had to return to Texas.
