Strange. Seems like you disagreed with me recently over the issue of entrenched power and concentration of wealth. The pattern is the same. Those in a dominant position become risk averse and focus more on protecting their position with defense rather than innovation. Now NASA on the other hand has to answer to the will of Congress and the President and through them the people. They can be mandated to reduce flight cost or be replaced by those that will.

I do not believe NASA does not have people capable of reducing the cost of spaceflight. The problem is commitment from those with the purse strings and holding those in charge accountable. The entrenched buerocracy in favor of simply prolonging existing programs can and should be canned.
