Have you allowed for depletion of tank pressure as you consume the contents? - this typically results in half the thrust than the theoretical found from initial pressure and total tank mass...
Of course, if you have a heating stage, then you're running a rocket, rather than a cold thruster, and you don't neccesarily lose thrust with time...
