Back to the future with NASA's OSP
Is it deja vu all over again with NASA's OSP program?
I'm afraid so. O'Keefe's tight fiscal control approach will eventually kill repeat fiasco's like Al-gore's X-33 fiasco but only after they've wasted more time and money.
So here we are, over FORTY years since we developed the Apollo capsule and a leading NASA contender is a newer version. Of course, like ISS (a.k.a. SkyLab II) it will be more expensive to develop and take longer. Ah, we again will see the efficiencies of computer aided design tools totally overwhelmed by volumes of "requirements" and "quality" methodologies.
