I don't know if this guy is joking or not but he does offer a novel approach.

I was dismayed to learn that one of the terrorist pilots involved in Tuesday's tradgedy had actually entered the country three times under his own name while on the FBI 'Watch List'. It's time we stopped playing around with these guys. Let's call in the big guns. I propose
that every known terrorist immediately receive a bad credit rating.
Imagine how this would cripple terrorist activity. Terrorists would no longer be able to get electric service, telephone service, or water service. They would be denied check cashing privileges and cellular phones. They would not be able to rent apartments or buy land. They
could not open bank accounts or trade stocks. Being unable to obtain a credit card would
preclude them from renting vehicles or purchasing airline tickets over the phone. They would not be able to apply for student loans. It would also prevent them from applying for many jobs in which security is an issue.
Creditors and collection agencies would begin to track these individuals in the minutest detail. Lists of known associates and last known whereabouts would begin to appear. The terrorists would themselves become the object of a terror campaign involving letters, faxes, and phone calls. Their associates and employers would be assailed. We could drive terrorism out of business using time proven strategies and existing networks.
C'mon, America! Let's take a stand and show these guys how its done.
Thinking outside the box - a different approach to battling terrorism
