As much as it pains me, I would have to agree with you on this. The Clinton reference was the opinion of the person discussed in the article. In point of fact, I'm sure the Republican Congress was also eager to cut what seemed to be "unnecessary" military spending at the time. It's easy to second-guess them now from our point of view, but no one was really expecting this.
