Yes, Russia has faced terrorism from Islamic fundamentalists in Chechnya. I was thinking more of the lack of discipline and professionalism Russian soldiers have shown on occasion in Chechnya, the 'My Lai' type incidents that have occurred, and which must not be tolerated.

In Afganistan, Iraq, Chechya, and elsewhere, the goal is to fight terrorists and the governments that sponsor them, and to fight honorably, not by indiscriminate bombing, not by venting our rage by killing civilian villagers...

There's no longer any debate, at least among reasonable people in my view, that we must go to war to fight terrorism. I'm just pointing out that the manner in which we fight is very important. One way our soldiers can, and do, prove that we are superior to these terrorist beasts is by going to extreme lenghts to avoid civilian casualties.
