No colonies.
No fledgling govt prop-ups.
But the folks hafta know "We'll be BACK" if a terrorist enabeling govt arises.

When the country's govt itself is renegade, e.g. Saddam's Iraq, it presents a bigger problem. Do we ignore it just because it's messy? Like Saddam's very possible bio-terror is somehow less worrisome than bin Ladens'?
