I think you are right about CA being a target. In his speech released today OBL stressed N., S., E., and W. I believe he would like to make that more than symbolic.
Other cities more likely than NYC may be Chicago, Atlanta, and Dallas. On the West coast it would be L.A., S. F. and Seattle. The Space Needle would be a possibility in Seattle, maybe. I have no idea what they might go for more specificly that the targets you mentioned. He would probably like to create a US Chernoble but I'm not sure how difficult that would be
