a better way to panic the populace
Infect a school, a hospital, almost any gathering of common folk. The media would provide plenty of coverage to scare the hell out of the public.
I would expect that the media might react harshly to an attack on their own and the evil doers risk losing any chance of what they would consider fair and balanced coverage.
