I vote we call in the masons and just seal him in. Move on to the Taliban camps, then hop a few pods and start the international terrorist mop-up.
Noriega had far less going for him. The people of Panama were pretty sure he had been instrumental in the plane crash that took out their hero and Noriega's boss, Gen. Omar Torrijos (you'll find Omar's signature next to Jimmy Carter's on that Canal treaty).
During his last hours in-country, while Noriega was enjoying all that music, he had a few friends stop by to wish him well:
Masses of Panamanians demonstrate near the Papal Nunciature, demanding that Manuel Noriega leave the Nunciature and be brought to justice. Hours after the demonstration, Noriega was on his way to the United States.
The sign says it all.
