It's interesting that when you confront a peacenik about exactly what you mean by "justice," most of them freeze up. Like "sustainable economic development" it's one of those Parrot Phrases that flows in their ears and out their mouths without leaving a trace in the brain.

A lot of them will quickly switch the subject, and when the question rolls around again about what exactly shall we do about someone who comes into our country and blows up a chunk of one of our cities, they answer again, "We need to bring them to justice!" It can be amusing at times.

It is a fact that Libya leader Quaddaffi was once a major source of terrorism, until we dropped a couple of tons of explosives within about 500 feet of where he was sleeping. Don't hear much from him lately.
