We are starving the Taliban out. Humane resources can expect this sort of action until the Taliban surrenders. To continue moving supplies into the war zone, and then to be astounded that you've been robbed -- is stupidity.
The only real humane thing to do is to halt humane efforts to shorten the war.
Won't happen, and the pain will be prolonged,
