I have no idea, but I would sooner believe that the missiles were fired blank or criminally undermaintenanced than there would be 40 out of 70 duds.
I suppose that a 57% failure rate could be typical without me knowing that fact but it sounds totally ridiculous. More likely the enemy is just lying about the number.
