Considerations
There are statements that are released for public consumption. There are also actions that take place behind closed doors that we may never hear about. Is Qatar quietly cooperating with things like intelligence information behind the scenes, or are they being completely non-cooperative? If the latter, then prehaps we need to remind them of Bush's policy of "either you're with us or the terrorists." If they're with the terrorists, maybe we need to reevaluate our diplomatic and economic relations with Qatar. It might not hurt to update the target folder, just in case.
