Yes, and the reason that it's about this is to prevent their ability to launch future attacks. Declaring faux victories does not prevent attacks and plays into the Arab image of the US as a wimp nation not willing to fight down & dirty. Of course, there's the hidden domestic US/European agents aspect that's addressed separately.
