I noticed on that site there is a link to a possible flying platform for high rise rescue.

How about this, could 2 copters suspend a large, fairly deep net with a rigid frame that would extend out far enough for the people trapped on the ledge to jump in? It would be dangerous and some might miss the net but it's better than no chance at all.
