Almost certainly a ploy
The Northern Alliance and the American military would never fall for such an obvious ploy. Negotiation with the Taliban might occur after ObL, et al had been eliminated and only then might the Taliban leaders be allowed to beg for mercy. Even that's a stretch. The Taliban have murdered too many people. The Taliban should have negotiated when they had the chance.
