Islamabad (IANS) - The U.S. envoy here has asserted that a broad-based government representing all ethnic groups would be formed in Afghanistan, but assured Pakistan that the U.S. had not been deceitful with it

Ambassador Wendy Chamberlin said this after signing a pact of $1 billion economic aid for Pakistan here Thursday at the economic affairs division. Finance Minister Shaukat Aziz was also present on the occasion.

She said she was studying reports saying the U.S. was betraying Pakistan by wanting to impose a government of its own choice in Afghanistan. All the countries in the region and the world have supported the idea of a broad-based government in Afghanistan, she said.

While Pakistan is opposed to a dominant role for the anti-Taliban Northern Alliance, which took over Kabul Tuesday, the U.S. is perceived to have changed its stand on the issue. Earlier the U.S., like Pakistan, was not opposed to moderate elements of the Taliban being included in a government in Kabul.

She said the U.S. would not negotiate with the Taliban and no contact had been established with them.

About economic aid, she said U.S. President George Bush announced an aid package of $1 billion for Pakistan during a dinner in honour of President Pervez Musharraf. The pact signed Thursday was a part of the aid assistance, she added.

The U.S. will provide aid to Pakistan in economic and social sectors, she said.
