An unlocked door is a form of unclassification. It is not, however, for the public to assume an unlocked door means "open house", nor does it imply that you are welcome to enter the house and remove articles without the owner's permission, or to stand outside the house with a bull horn and point out how easy it would be to break in.
And if our critical doctor took his unclassified document, freely downloaded from the open internet, and found critical flaws in the plans, then he decided to let the world know about it, he would be wrong. Even if he brought the flaws to the attention of the Pentagon and pointed them out, then was brushed off for whatever reason, publishing the flaws is illegal. He knows that. Holding a clearance of the level I believe he holds (or held) tells me he either should have known better, or he signs critical documents without reading them.
On the other hand, if he cannot get himself heard by the right people to correct a blatant flaw in a critical system, he's left with only 3 options:
1. Correct the flaw himself. Not likely within the realm of his ability.
2. Cover the flaw himself. Also not likely within his realm of ability.
3. Make more noise until the right people hear him. He's doing that now.
