Here's an idea that I came up with.

They are saying the biggest problem is the security of checked luggage. On all high traffic routes allow only carry on bags on the flight. Send the checked baggage on as many separate baggage flights required. One or two flights per day should be adequate.

Examine the bags as well as possible but either way I can't see a terrorist group putting a lot of effort into blowing up a freight flight. There would be some inconvenience arranging for baggage transfer when they are on another plane but it would speed up the flight for carry on passengers and the people that check bags are usually willing to trade off convenience for security.
