Rabbani Willing to Give Up Power in New Regime

KABUL, Afghanistan
Burhanuddin Rabbani, the former Afghan president whose party is effectively running Kabul, said Sunday that he was prepared to hand over power as soon as the leading Afghan factions agree on an interim government.

However, Rabbani sees himself as the leading candidate to head the interim administration. His Northern Alliance will hold most of the seats when Afghan factions meet Tuesday in Germany to set up a government to replace the ousted Taliban.

Rabbani said he agreed with the United Nations and major powers that are insisting on a multiparty government as the best protection against the disastrous factional fighting that marked Rabbani's presidency from 1992 until the Taliban ousted him in 1996.
