I think the true reason why congress is against the tribunals
they are afraid that if the evidence is made/kept secret, that they cannot have the spotlight in public congressional hearings where the evidence can be publicly broadcast in dramatic fashion.
As always, the congress is full of hot air. The war is going too good for their liking. They want to undermine Bush and somehow take credit for winning the war themselves.
They absolutly hate executive orders.
