Assuming we grant that this thing wasn't cooked up by some yahoo with a Selectric, have you noticed exactly how many people would have been injured or killed in these elaborate fakeout schemes? Exactly none.
Why do you want this so badly to be an American plot, as opposed to mideastern terrorists, who have actually confessed to doing this? There is probably a good psychological thesis in there somewhere.
