Ha! I wish the terrorists luck* with this trick. Spend fuel rods are among the most radioactive items on earth (thanks to our country getting a bug up its butt on fuel reprocessing, we are well-supplied with these nasty items.)
How one would assemble one of these "bombs" and take it somewhere without cooking everyone involved long before they get there is more than I could easily figure out.
