Seems as though the view of Sudan as a terrorist state might have caused some top level advisors in the Clinton team to disregard potentially valuable info. But then, hindsight is 20/20. Another good example of failing to act would be Bush the first and his team ignoring signals that Saddam was planning to invade Kuwait and even giving indications that it was none of our business thus encouraging Saddam.
