<Jean-Marie Messier is a very successful man !
He persuaded the french government to considerably reduce the rights for the UMTS licence.
Vivendi Universal can equip France with portable internet terminals (and get frequencies), but in order to do this, it has to pay the State a huge sum; it was much more, before. The problem was: the sum was so huge it discouraged most competitors. He said: I refuse to pay anything if you keep the sum to the level first proposed. It was reduced.
