My only problem with this, is that it gives Russia precedence to store rather than destroy their arsenal. I am uncomfortable with a large cache of nukes being gaurded by the russian army. An army which gets paid on a very irregular basis. Those gaurding the cache would benefit greatly by letting slip a nuke or 2 to a terrorist network.
