A translation of the cartoon.
Official bureaucrat type standing in front of a barbed wire fence.
Looks at the dejected wretches sitting around behind the fence.
Shouts "Deplorable! Inhumane! Outrageous! A Scandal!!".
Soldier next to him says "Sir? That's Cuba. Gitmo's over here"
