The people, the common, ordinary, everyday people, won't have a chance unless and until there is impartial stability.
I notice the name "Betancourt", which doesn't seem to me to be a particularly Spanish surname. I wonder if there is a larger international community with fairly recent external origins in some of these countries ("Fujimoro" in Peru) or if there is a larger indigent European community than I thought.
By the way, a few years ago I was walking around the square of a small village in a remote area of Mexico. I was approached by a local who spoke English, and wanted the opportunity to practice on me. He had been born in the US of illegal parents, saved his money and purchased a farm back "home".
He told me that Mexico had no chance of becoming a progressive state until the police became honest. As long as the police were for sale Mexico would remain economically backward, according to that man. I think he was wise beyond his locale.
