Every embassy should assume there's a tunnel
They were accusing Hanssen of telling the Russians we had a tunnel under their embassy. Migawd, if the Russians didn't assume there was one they wouldn't have been Russians.
And so should we. Under every one in the developed world, where machinery is available, and in the undeveloped world where labor is cheap. Seems elementary. If I were a President or dictator or someone I'd have my folks develop a strong interest in mining - urban mining, and urban transit - subways.
