I'm presently in Thailand where public schools have little internet access, but internet cafes are everywhere and are typically 50c an hour, quite affordable even for young people in a nation where annual GNP per capita is US$2010 with a real purchasing power parity of US$6330.
And are internet cafes overrun with teenagers using the internet for learning and research with the world's combined educational and scientific resources at their fingertips? Nope, it's online gaming or realtime chatting with their friends for hours on end.
No doubt the liberals will invent some new societal "problem" that needs, nay, demands government intervention and funding like the "cloning chasm", the "android abyss" or the "fusion fissure" when these technologies become routine and affordable to rich individuals or nations.
