The retribution for this would be understandably massive, and way, way too many innocent people harmed, ours and theirs.
We - the Western cultures, the richer societies - should be very aggressive in nailing down the Russian nuclear arsenal. And Pakistani nuclear arsenal, and Indian nuclear arsenal, and South African, and Israeli. And bomb whatever capacity Iran and Iraq may have. I wouldn't wait for inspections, though that's considered drastic.
We can't tolerate this. And, it's not missiles we have to worry about, it's this.
