Since the dragon was loosed, we ahd to have ways to test it.
Whatever deterrance the tests provided (and I think a lot of people believe they offered much), if the tests prevented either one accidental detonation or kept the USSR from one strategic strike, the 15,000 deaths are verymuch worth it.
We now use super computers and conventional explosives to model the bombs and the detonators, but we didn't have the tech then, if I understand it.
