The gross incompetence of INS staff and particularly management is perhaps rivaled only by that of the IRS.
Outstanding, intelligent, hardworking foreign nationals are forced to file forms upon forms upon more stupid bureaucratic forms, and wait months if not years to renew visas, seek green cards or citizenship, and at the same times felons and terrorists slip through the system and receive their papers, too. It's crazy. And the service at the local INS offices is typically abyssmal and chaotic. Even the INS workers who are trying their best to help people can't accomplish much because the office processes and procedures are so poorly organized. You have people waiting in wrong lines, in wrong rooms/offices, given wrong forms, with poor and incomplete instructions.
I wholehearterly applaud the Bush administration's attempts to reform the INS by splittig it into two branches, one for enforcement and the other for customer service (i.e. 'bad' immigration vs. 'good' immigration)

I find the story very easy to believe
